You could replace Jira with Microsoft Project and "burndown charts" with "Gantt charts" and you just described why *so* many people fell in love with Waterfall. A ton of folks are just completely in love with the idea that they aren't actually DOING anything, but they are CREATING something by pushing around a bunch of boxes that represent tasks and people in a planning tool and it will manifest itself as "working software" and then they will be showered with praise and raises and bonuses and accolades, by sheer will power alone... and all they have to do is push those boxes around to meet their idea of "what will appease the people paying the bills" and then hold meetings to ensure that the people boxes are completing the task boxes at the pace that this "project manager" or "Scrum master" (or whatever title they are annointed with) has deemed to be the appropriate pace to reach the budget holder's goal.

And it never matches reality.
