Yes! Yes! Yes!

But even MORE than this... the people who desire a RACI are going to be *toxic* to you team, almost always. A RACI is a power grab or a way to pawn off responsibility... "I want to be at the center of everything" or "I never want to do this". I have never seen a RACI made in the spirit of empowering people with the intention of freeing them from shackles.

And if you have a team where no one does stuff without a complex matrix telling them what their jobs are? At best, you have a severe management problem. Much more likely, you've got a bunch of people who aren't team players.

The best people say "hey, this needs to be done, let me either do it myself, or figure out who can do it and bring it to their attention"... they don't need a chart telling them who does what, and when it doesn't get done it gives them a way to say "it wasn't my job".

RACI charts, the desire to build them, or the apparent "need" for them, are all signs that you've got the wrong people on your team and major structural changes need to be made.
