Remember when US companies started making their employees do calisthenics in the morning, hoping that this would let them catch up to Japanese companies, who also happened to do calisthenics in the morning?
That's what you are describing.
None of these are what "Agile" is at all. Not in the slightest. All of these work perfectly fine within Waterfall. Indeed, a major problem with this industry is that people are confusing these practices with "Agile". Banks and other companies like them aren't "Agile" because their internal processes, the way they handle budgets, their financial goals, their relationship with their clients, and a million other things are at odds with what "Agile" is about and the "Agile" mindset.
Sprints, story points, and the ceremonies all fit in perfectly well in Waterfall, and they are no more specific to "Agile" than shaving my head and wearing puffervests makes me an Amazon founder.
