My experience has been that Product Culture is something you hire for, and if you don't, you fail. Project Culture is the same way too. I have been at both Project and Product companies, and the quickest way to ruin either one is to hire people with the opposite mindset who can't shift their thinking. You need a critical mass of thought leadership so that new people absorb it quickly, and you can't dilute it.
