I have faced this issue a number of times... what people want is the experience they have right now with native apps, where they hit a site and it offers to open the app (and install it from the app store if needed) to what they are looking at.

What you are complete overlooking with PWAs is the matter of *trust*. Users have been strongly conditioned (not without reason) that something in the app store has been vetted, is malware-free, is fairly stable and won't kill their phone or grab a copy of every text message and send it to some hacker, or a million other things. PWAs offer no such guarantees.

While I agree that in general, PWAs are better for the IT team to manage... the business case for them is not spectacular at all. Users just can't stand them. I'm not Facebook or TikTok, no one cares enough about my app for me to be able to buck convention and be a success.
