Context switching for people is a BIG DEAL and totally wrecks their productivity. I'd imagine that the smaller PRs were killing productivity because it was a constant stream of distraction, and the smaller PRs were hard to put into context. Big ones... well... no one wants to look at a billion changes, and never mind trying to make sense of it!
